Is college still a valid way to get out of being drafted?

That would depend entirely on the legislation passed authorizing a draft. IIRC during WWII college was not a valid reason for deferment and towards the end of the Vietnam war, they eliminated the college deferment option as well.

If they try to draft you, just give the government two middle fingers and leave the country. That is what I'd do anyway.

I like the way you think. I actually don't turn 18 until September so I think I'm safe for now.
