I haven't read either of the Polkinghorne books criticised, but nothing in the work of his I have read suggested to me he promotes a design argument. It's been a while, though.
Polkinghorne does endorse a couple of forms of the design argument. The first involves the intelligibility of the world. Polkinghorne says, "If the world is the creation of the rational God, and if we are creatures made in the divine image, then it is entirely understandable that there is an order in the universe that is deeply accessible to our minds."

The second design argument he usually appeals to involves cosmological fine tuning.

Both forms of the argument can be found in a few of his books. His Science and Theology:An Introduction contains a good overview of his ideas.
