in the openssh source directory try doing:
./configure --prefix=/usr/local
make
make install

sometimes packages get confused.

Try configuring OpenSSH with:

./configure --with-ssl-dir=/usr/local/ssl

see if that helps.

Thanks for all the suggestions. I've tried them all but the error remains.

As suggested I've been hanging out on #linuxhelp, but so far nobody has had any good ideas there. I'll try my question there again later, and keep plugging away in the meantime.
