Don't act surprised; that's the goal, silly. Underfund the states, so that the only realistic "peacekeeping" and law enforcement agencies left are all federal. That way, they report (one way or the other) to Dubya. Arrive at a unified command structure partially by absorbing all such federal agencies (INS, Treasury, ATF, Coast Guard, etc.). And partially by denying federal money to the states to carry out these federal anti-terrorism instructions.

It also prevents any cities or states from refusing to carry out federal instructions on the detainment, incarceration, or prosecution of people - something which some states/cities have been doing.
