It can be a horse, but a stylized one. I have seen some terracotta horses in East India almost like that, but I have no idea if the horn is actually a horn or a mistake by the artist.

I suspect that the bull and his balls represent the divine masculine and the incenser represents the divine feminine. The milk or semen generated by their union is the source of creation (milky way). The view of the bull is a side or relief view.

All seals are not religious. Many are seals used by merchants or ruling classes. So this bull/horse/whatever can simply stand for a family's emblem or a trading guild's or some important person's personal mark.

The seals IMO are cast symbols with the sacred bull representing the ruling proto-Brahmin priest class. The script associated with the seals probably denotes a specific individual within that class.
