He has resigned...
Phoenix Bishop Thomas O'Brien, whose handling of a priestly sex scandal and involvement in a fatal hit and run accident shocked parishioners, resigned his post saying on Wednesday that he was acting with a "heavy heart" but in the best interest of the Catholic faithful.
