Sometimes pain relief can have side effects, some of them worse than the pain itself. Jackalope told me this:

Morphine also causes constipation, although that is a minor effect. There should be more research done on minimising these side effects, as almost no one wants to live in pain. Chronic pain is perhaps the worst.

As with all forms of treatment, I believe that consent is king. If the patient wants the treatment, all efforts should be made to give them access to it.
