Theophilus was active after 180 CE. Tertullian probably wrote Against Hermogenes shortly before 210 CE.

It is quite possible for Hermogenes to have published his ideas around 175 CE and still been alive in 210 CE.

The Hermogenes mentioned in Timothy is IMO an entirely separate person.
