It was before the destruction of the Temple. According to the standard dating of Paul' journeys and history, Paul was traveling around the eastern part of the Empire, at one point meeting up with a few Jews who had been expelled at this time, and did not reach Rome until some time later.

The passge is fairly clear: there was an agitator named Chrestus, and Jews were expelled from Rome. Anything else that you get out of this passage is based in your own imagination.

But, Saul/Paul's history as found in Acts is even denied by the Pauline writer.

Even if Paul lived in the 1st century, it would appear that the author of Acts and the Pauline writers did not agree about his whereabouts.
