The site seems to have a long history behind. The autor writes on the page, the book is obsolete. The most vital parts of it are now published on the site itself for free. Well, not all, but enough not to buy it anymore. Diving expeditions are planned for the middle of this year. Now if they do not find anything, not officially. But I hope they make it official.

Are the Time Masters in any way related to the Time Lords, also known as the Justified Ancients of Mu_Mu (furthermore known as The Jams)?

Maybe you can figure that out? I would only expect rational or almost rational things or behaviour from the Time Masters and yet we do not know if they are good or evil or beyond any such polarities.
