There are a couple of cases of both a and b in the NT, but overall, it is much different from the stories of the OT, where God is violent or encouraging violence pretty much all the time.
But the New Testament passages don't just say that there will be suffering in the future: they describe God as inflicting suffering in the future. Lots of it.

Tell me, how do you interpret the Parable of the Pounds?

I have read more than half of the OT (NIV), and I would agree with Malachi that the God depicted therein is generally cruel and heartless, except with respect to the Hebrews, where he is inconsistently cruel and loving.

I'm still thinking about the depiction of God in the NT.
