James was the 'like Jesus' presented in Matthew and Mark to set the stage for the real Jesus in Luke and John so that no redaction is necessary and no scrambling for justification is needed.
So it is in the same way that Gen.1 precedes Gen.2 that here the concept hell is presented so that its conterpart heaven may be known to exist on earth for those who are called for follow Jesus.
