Default Who said this?

I vaguely recall reading a quote in a highschool science class, where someone (I think it was a greek philosopher) claimed that because nobody could predict the movement of the planets, that was proof that they were controlled by the gods.

Does anyone remember the quote I'm talking about?

The ancient Greeks COULD predict motions of the planets that were were
approximately correct.

So nobody said that? Maybe it was a fictitious quote, meant as an example of God-of-the-Gaps. But I was pretty sure it was attributed to a specific person. I wonder what I'm misremembering.
