It seems likely to be a reference to something else for which the context has since been lost (or is hidden) - much like the withering of the fig tree.
If I were to venture a guess as to what it means, the fish represents a man ("I will make you fishers of men"), the 'sea' represents the marketplace of ideas, the mouth represents argument. So he is really saying, go convince someone to give you the money. |

who originally lost the coin the fish was supposed to have swallowed?
Dear Dave,
If this were the case, no pun intended, the trace would be actually be back to the person, presumeably another fisherman (who has a story of his own) who lost the coin, which the fish -- we are then to presume - then swallowed. It could be a modified whale-tale and a contemporary remint of Jonah. The contemporaneousness GPS is down at present. As you may be aware, I am a working on getting this fixed.
