It generally means that they have evaluated
what evidence is available and found it insufficient to make a reasoned decision. It is self-explanatory. Begging the question as to how much evidence has been examined is facile in this case, for the evidence is well-known and relatively circumscribed. We simply need to shed the beliefs veiling it, beliefs such as yours.
