Is there a readily available version of the Christian Bible which contains cross-references to other parts of it, e.g., the OT? For example, there are many places in the Gospels where the author or Jesus is supposedly saying, "this fulfills the Scripture," or something equivalent, but it is hard to figure out what "Scripture," exactly, is being talked about. Some things are supposedly referring back to Isaiah or Jeremiah, but the actual references to the exact verses in Isaiah or Jeremiah are not in any Bible I have. Is there one that cross-references in this way? and the other direction as well, e.g., cross-referencing prophecies in the OT to places in the NT that supposedly answer these prophecies?

Any of your standard "Study Bibles" will tell you that, but no one tells you everything. I have an RSV Oxford Study Biblewith Apocrypha (or via: amazon.co.uk), which is now available with the NRSV (or via: amazon.co.uk) (gender neutral version of preceeding). I also have got a lot of use from the Study edition of the New American Bible (or via: amazon.co.uk), a Catholic sponsored study bible that is pretty good (it is NOt just an updated Douay-Rheims). There are others out there too. Avoid the NIV and KJV/NKJV study editions like the Scofield Reference Bible as they tend to get pretty evangelical on you.
