My first answer was actually Sanders and Goodacre, but I decided to go with a more diverse selection, rather than reflect my NT biases. When I gave a top 3 NT scholars on my blog, Goodacre and Goulder shared a spot on the list.

Isn't it almost inherent in the nature of the question that an idiosyncratic answer is the right one? I'd venture (and apparently you'd agree) that there are very few serious students of the NT who would not have Bultmann's name flashing through their head when asked this question. That should attest to how great his contribution was, and how much he deserves the spot.
