1. They have been. Just because it is cut doesn't mean that the skin on the penis isn't being used.
2. Key point is that these changes are over long periods of time usually many generations. Monks don't procreate so not a really good example.
3. Again over time but it should help the girth for sure not so much on the length.

Maybe I'm too accustomed to contemporary Western aesthetic values and insecurities, but I find it impossible to believe that human civilization has thus far failed to discover such a straightforward means of penis enlargement. I mean, we've had the wheel for what, 6000 years? Most of the men I know would rather walk thank shrink.
