Why do I suspect that the author of this rule is speaking from personal experience?

Good point! I know if it happened to me I'd be yelling to put that clause in the rules

I remember reading somewhere that the ancient Israelites used to formalize oaths by grasping the other guy's make appendage. Most BIble translations use a formula like "under the thigh" to hide this homosocial activity:

NIV
1 Abraham was now old and well advanced in years, and the LORD had blessed him in every way. 2 He said to the chief [1] servant in his household, the one in charge of all that he had, "Put your hand under my thigh. 3 I want you to swear by the LORD , the God of heaven and the God of earth, that you will not get a wife for my son from the daughters of the Canaanites, among whom I am living,

Genesis 47:29
When the time drew near for Israel to die, he called for his son Joseph and said to him, "If I have found favor in your eyes, put your hand under my thigh and promise that you will show me kindness and faithfulness. Do not bury me in Egypt,

So maybe the woman was getting punished for oath-breaking, not privy-grabbing.
