I think Anastasius's description of Papias is legit. (I wouldn't go so far as calling it a quotation, though). Anastasius's comment coheres very nicely with Victorinus's suspected use of Papias in De fabrica mundi. Cf. William R. Schoedel's discussion of the issue on p. 115 of The Apostolic Fathers: A New Translation and Commentary (London: Nelson, 1967).

In my view, Schoedel's treatment of Papias is so good in this book that it is virtually indispensible if you are seriously interested in studying Papias.

Ulrich H. J. Körtner's monograph, Papias von Hierapolis: Ein Beitrag zur Geschichte des frühen Christentums (FRULANT 133; Göttingen: 1983), pp. 28-29, nicely lays out the four textual witnesses to the Apollinaris's scholium.
Körtner stated, without explaining why, that Hilgenfeld's reconstruction in favor of the longer form is the best. Clearly, my own opinion to the contrary should be regarded as tentative, pending review of Hilgenfeld.

I have been meaning to get hold of Schoedel.
