I suggest one see it as political Spin Doctoring. A variation made for the political climate when they wrote the text.

The purpose is to set up a test of loyalty. So they look for "Hard to fake signs of commitment". Such are several. To give ones Ego and become a submitting member of the normative group. Another is to learn the norms and to attend the indoctrination centers at least once a week. There the appointed local leaders teach how to behave as a "True Believer".

When they need your vote they tell you whom to vote on in the local body of rulers. And so on.

But it is also a way to calm the upset over that one are abused and exploited.

Bad things done to you now get compensated for in the Eternal life you get as a reward for accepting to get exploited. And there are more such things set up.
