Since Justin Martyr didn’t mention any of Paul’s writings then 1 Clement can perhaps be dated via an argument from silence. Note 1 Clement’s reference to Paul below;

Take up the epistle of the blessed Paul the Apostle. What wrote he first unto you in the beginning of the Gospel? Of a truth he charged you in the Spirit concerning himself and Cephas and Apollos, because that even then ye had made parties.

Justin died approximately in the middle of the second century therefore 1 Clement (or the interpolation quoted above) was written sometime later.
