It is not impossible that Constantine invented the new Roman
religious order during the time its ecclesiastical history, and
other service manuals, and reference manuals, and gospels
were being fabricated c.312-324 CE, near Rome.

With absolute military power over a very rich eastern empire
secured 324 CE, Nicaea was all about who wanted to become
bishops under Constantine, and who instead wanted to follow
the words and advice of Arius. We know how the voting went.

Constantine provided major tax concessions for the church and allowed clergy to use government facilities, such as the imperial post (transport system for people and letters), free of charge.
