It is a difficult area, but a good place to start might be the Wise, Cook and Abegg translation of the scrolls, for it has an interesting introduction which looks at a lot of the problem areas.

A few years back I had the opportunity to speak to Philip Davies on the scrolls and I see he now has a book with George Brooke

The Complete World of the Dead Sea Scrolls
Philip R. Davies, George J. Brooke, Phillip R. Callaway
Thames and Hudson

I haven't read the book, but I'd go for the writers as probably a good place to start for an overview.
