Spirited Away, definitely.

And has anyone mentioned Akira?

I've seen Akira, but didn't mention it because I do not feel that it qualifies.

Why not?

It had gorgeous animation even if its plot was kinda iffy. You can't tell me that the early shots of the city were unlike anything else you had ever seen.

The plot was actually excellent in the manga, just badly condensed for the anime. It really should have been a series rather than a single movie, but that would have been just about impossible considering how big the bugdet would have been.

I just saw Zhang Yimou's "Hero", an extravagantly gorgeous film. The costumes, the scenery, and above all the cinematography are so stunning that I wanted to cry watching it. (Also it stars Zhang Ziyi and Maggie Cheung, two of the most beautiful women alive. They don't hurt matters one bit.)

What are your most aesthetically divine films?

Gaddam that film is just an ugly piece of propaganda. I felt like retching through most of it.

I will put in another vote for the following...

Crouching Tiger, Hidden Dragon
Lord of the Rings
Last Samurai
Princess Mononoke
Spirited Away
Ghost in the Shell
Waking Life
What Dreams May Come

Also

Kill Bill
This movie is a study in style. And the music is great too.

The Cell
Like What Dreams May Come, this movie is filled with beautiful AND twisted imagery.

Beauty & the Beast
One of the best animated films of all time.

Fantasia

Please explain your position. As I understand, Zhang Yimou the director has a history of making films that criticize the Chinese government. Look at his work in Not One Less, which offered up social commentary on the income disparities between the rural farmers and the urban rich disguised as a sweet story about a teacher searching for a lost student.
