I think you didn't quite get the joke (such as it was)

There has been some griping in the papers about the cutbacks in the Swedish army during the recent years, and IIRC some columnist wrote that "Sweden has not lost the faith in the Finnish army to defend her [Sweden's] territory" or something to that effect.
