So how did he go from the OT concept of a mischeivious Loki-type angel strictly obeying the orders of God to the NT concept of the "father of lies","great serpent","deciever of nations","god of this world","prince of the powers of the air" who's now locked in a cosmic struggle with God, his heavenly court and his saints?

Mostly influence from the Persians and their Zororastarianism.

Generally; I look to both the OT and NT to provide a picture of what Satan is.
Isaiah 14:12 (in the OT) has what is commonly known (although arguable) to Christians as another description of Satan "How you have fallen from heaven, O morning star....you have been cast down to the earth; etc etc...laid low nations....etc" Its a very descriptive passage and there is much more to it.
