Whoever was responsible for writing the books of Enoch (parts of which are believed to be first century works, the rest older). I don't claim to know who that was, but these books were considered scripture by 1st century Jews (so I've read), so it's reasonable to conclude that at least some 1st century Jews found them nonheretical.
