"Black" is a cultural construct. Realistically, "black people" or "white people" are shorthand for "people who self-identify as 'black'" and "people who self-identify as 'white'".

Realistically, in a nation where a large population of slaves of African and American Indian descent lived and worked in close proximity to European landowners, someone who is "pure" anything will be a rarity. Most American blacks have a significant amount of both white and American Indian ancestry. Most Southern whites have a large percentage of black ancestry (which their family tradition often pretends is American Indian instead, since that was more culturally acceptable during segregation).

Since "black" is a cultural, not genetic, construct, the idea of "black blood" or "white blood" doesn't make sense, and your question can't be answered. What makes someone black doesn't have anything to do with blood; it has to do with how they're perceived by society and how they perceive themselves. There's nothing inherent in being "black" or "white" that can justify either white or black supremacy.

It seems that you must have a percentage in mind that you consider a minimum for Blackness please tell me what it is?
If I understand your point it is that Blackness is a universally dominant trait making any percentage of black ancestry, no matter how small a guarantee of a black pedigree (wow not even the Klan would go along with that one) Now I'm not a genetics expert but if I remember correctly our genes come in pairs. We get half our genes from each parent. So lets suppose that couple has a child and lets suppose that they are both 1/2 Black and 1/2 White. Now lets imagine that there is a whiteness gene and a blackness gene ( I feel ridiculous imagining this scenario) and let's suppose that the blackness gene is dominant(a la Beanpie). Each parent has one whiteness gene and one blackness gene so the child could receive 2 blackness genes ( with 2 blackness genes the child would be black) or 1 blackness gene and one whiteness gene ( since you say black is dominant the child would be black)or the child could receive 2 recessive whiteness genes ( the baby would then be White). Therefore if we apply the principles of the Beanpie genetics model 2 black parents could have a white child.
