The believer has "Love God..." as his highest command.
The atheist has "Love thy neighbor..." as his highest comand.

And they are equally high.

Given this, who would you admit into heaven?

They are not 'equally high'. According to the Greek wording of Matthew 22:39 they are 'omoi' = identical. As a consequence all those who can't make head or tail of 'loving God' (I am one of them) need not really bother about it and could concentrate on the second command, being good Christians without even knowing themselves. Interpreted this way, the text is one of the very few cherries I was able to pick from the bible.

Everybody. In fact, I'd start everybody in heaven. Unless I was a bad god, that is how I would do it.

The question is paradoxical. Surely a pious god-fearing man would have kept god's commandments?

Is there such an animal as a pious god-fearing man who does not keep the commandments? I mean, if he doesn't, then he's not god-fearing, is he?

There would be nothing else but God.

There would be no need for commandments promising paradise or torment.

All would be perfect, forever and ever.

Is that such a difficult ideal for divine goodness and omnipotence?

~~~~~~~~~~
That said, given your more limited and obviously hypothetical query ~
If I were such a master of the universe, I would choose all beings for such a perfect paradise...having forgiven even those criminals that knew not what they did and suffered in life as well... during the unimaginative tests I forced them to endure just for kicks.
Yes.
Could it be conceived that, as in the matrix, God got bored?
So to make everything much more fun, God create this cycle of life, even thought it is just an illusion. In the many millions of years before humans got here, there was harmony, everything was doing exactly what they were supposed to do, yet it somehow got boring?, and humans being humans always trying to create "order", something new could happen.
If God created this so, it must mean by default(if we consider God to be perfect), that how Life Is Is perfect. Even though we cannot see all ends, it must be perfect, even with the suffering, it must be divinely ordered...somehow.
Well, I dunno, do you?
If I were god, I would do many things, but the first thing I would do is pay Koy a personal visit, just to see the look on his face.
Boredom is the trait of a less than omnipotent entity, therefore, conflicts with concept or doctrine of divine perfection.
"Somehow" divine perfection got boring?!
Surely, even you can grasp this inconsistency.
Why is it so hard just to accept the universe in plain view...complete with ambiguous events from relative perspectives?
Again, what does calling it 'God' add to the equation?
Your use of 'somehow' is a stark reminder that your musings don't consist of a rational examination of reality, DD.
Such hypotheticals add nothing.
I know what reality is...and there are no deities involved nor is there a need to ascribe such limiting templates and symbols to it.
