OK, I have an Idea. Don't have a clue what I'm talking about, but I'll take a stab at it.

You could try to manufacture a chemical that breaks down, when exposed to two different and distinct energy "beams", into the drug that you want to deliver and one or more harmless byproducts.

The delivery method could be something along these lines:

1.The drug is injected.
2.An apparatus that holds two energy "beam" generators are put into place on the head.
3.The beams are lined up and activated.

In the areas where the beams do not cross, the chemical remains stable. However, where the beams intersect, the chemical would break down.

The biggest problem I see with this method is finding a chemical that breaks down only under those tight conditions.

someone mentioned a strobe light but a friend of mine has a seisure disorder and bright blinky lights can trigger seisures in him. I dont know how common that is though and MyKell I think you have a good idea. I dont know how it would be developed though.

Correct me if I'm wrong, but I belive that is epilepsy.
