Sure there is. For them the scapegoat is America, and they are right. Not to say that Saddam was wonderful. he's a grade a dick, but Bush can't run one country, now he is failing to run three.

You're right, of course. I wasn't being clear though... I meant that there is no one for us to use as an excuse for why things are bad there since historically, we never blame ourselves.
