Post Of end and means: that the former always justfies the latter

Give me one instance in which the end does not justify the means, and yet it is believed to.

Hi Glory, I thought that Americans were convinced that their use of nuclear weapons was justified by the end (no response required).

On second thought, why do some people assert that it is folly to believe that the end, if known, always justify the means?
