John Allen Paulos is his name. Aside from those two books, other popular-level books by him that I recommend are Once Upon a Number, Mathematics and Humor and A Mathematician Reads the Newspaper. Another pop-author / mathematician is John L. Casti. I haven't actually read his books on mathematics, but his books on science (Paradigms Lost and Paradigms Regained) are very well written and quite helpful in understanding science. His explanation of what science is, and isn't, in the Introduction is a must-read for skeptics.

This one might not be "popular" in that it does go into the mathematics a bit, but it is a very good read IMO.

Scientific Reasoning: the Bayesian Method, by Howson and Urbach.
