He has resigned...

Phoenix Bishop Thomas O'Brien, whose handling of a priestly sex scandal and involvement in a fatal hit and run accident shocked parishioners, resigned his post saying on Wednesday that he was acting with a "heavy heart" but in the best interest of the Catholic faithful.

The Vatican (news - web sites) said Pope John Paul (news - web sites) accepted O'Brien's resignation under an article of Catholic law which says bishops can quit if incapable of carrying out their duties for "serious" reasons.

This statement from the article cracks me up:
