When I was in Little League, we only sang the star spangled banner. I don't know what that person is talking about.

Little League is an international organization, and I serously doubt that it is a policy of the organization. Maybe someone should contact the headquarters about it?

I don't know that the Little League receives any state subsidies, so there may not be much anyone could do.

The Little League is otherwise noted for scheduling games on the Sabbath and occasional violent behavior by adults.
