Actually the Hebrew B$R just means "(bear) news/tidings" and can be negative as in 1 Sam 4:17. It is qualified with "good" in 1 Kgs 1:41, +WB TB$R. That it has been taken itself to mean "good news" is probably due to the influence of the Greek translation.
