I haven\'t looked into the matter but it does seem possible that such an interpretation is correct. From there to say it IS correct is a step I will leave to people who knows it better than I do.

Under Roman Law: slaves could not give legally valid evidence in criminal cases without being first tortured.

If Pliny in a criminal case interrogated slaves he would legally have to torture them to obtain admissible evidence.
