Question ?? "Silver scrolls" show antiquity of the bible?

This is what I found:

Quote:
NEW ORLEANS (BP)--While excavating a burial tomb near Jerusalem in 1979, Gabriel Barkay uncovered the oldest known copy of Old Testament scripture. The priestly blessing, recorded in Numbers 6:24-26, was discovered on two small silver scrolls dated to the 7th century B.C.

Edit: aw christ, it's the "Baptist Press". Still, they do have an actual article, but now I have to find another source, if possible, for an "unbiased" view...

How does one know which of the two, the prayer or Numbers, came first? (If we knew nothing of Psalms and someone found a fragment with Ps 22:1 from say 200 BCE, would they think that the Jesus of the nt was from before 200 BCE?)
